Vinai Kumar Saxena appointed as the new lieutenant governor of Delhi. Who is he?

Vinai Kumar will succeed the Anil Baijal (Lieutenant Governor of Delhi) who resigned due to some personal reasons which are not known to public. He left the designation officially on May 18, 2022 and within a week Indian Government appointed  a new Lieutenant Governor of Delhi.
